今世之主，
法先王之法也，
有似於此。
其時已與先王之法虧矣，
而曰
「此先王之法也」
而法之，
以此為治，
豈不悲哉？
故治國無法則亂，
守法而弗變則悖，
悖亂不可以持國。
世易時移，
變法宜矣。
譬之若良醫，
病萬變，
藥亦萬變。
病變而藥不變，
嚮之壽民，
今為殤子矣。
故凡舉事必循法以動，
變法者因時而化。
若此論則無過務矣。
夫不敢議法者，
眾庶也；
以死守者，
有司也；
因時變法者，
